Treasurer’s Department

Terms of Reference

• Monitor and evaluate the performance of the City Treasurer’s Department.

• Examine, give guidance and general direction on matters of income and expenditure of the Mayor and City Council.

• Receive the monthly or other periodic Reports of the Internal Auditor on specific accounting projects, and advise accordingly.

• Monitor and evaluate the Budgeting and Financial Management Processes of the Mayor and City Council.

• Plan, design and co-ordinate the mobilization of capital of the Mayor and City Council.

• Monitor and evaluate the work of the various Departments from a financial management perspective- particularly in relation to overtime payments.

• Monitor the development and implementation projects and the effective provision of identified services and products in relation to budgeted provision.

• Consider and make recommendations for exemptions from Rates and Taxes.

• Examine and advise on the disposal of unserviceable equipment, machines and other identified materials owned by the Mayor and City Council.

• As the tender Committee of the Mayor and City Council consider the financial implications of all Contracts.

• Undertake site visits from time to time to observe actual work progress in relation to reports submitted.
