Laws of committees states that......

(1) The City Council shall appoint and at all times maintain the standing committees specified in Part 1 of the Fifth Schedule.

(2) The Town Council shall appoint and at all times maintain the standing committees specified in Part II of the Fifth Schedule.

(3) A district council shall appoint and at all times maintain the standing committees prescribed by the constitution order of its district.

(4) A council may appoint general or special committees for any such general or special purpose as in the opinion of the council would be better regulated and managed by means of a committee; and any such standing committees.

(5) A council may appoint councillors to be the chairman and the vice-chairman of a committee.

(6) A committee of a council may include persons who are not councillors but who because of their special skill or experience will, in the opinion of the council, be able to assist in the consideration of the work of the committee:

Provided that:
(a) at least two-thirds of the members of every committee shall be councilors;
(b) no person other that a Councillor shall be chairman or vice-chairman of a committee;
(c) no person other that a councillors shall be a member of either of the Finance committees mentioned in Schedule 5 or of a committee prescribed by a constitution order

A council may delegate to a committee with or without restrictions or conditions any functions exercisable by the council except the power of levying rate or borrowing money.

Unless authorized either generally or specifically by the council, a committee shall not have power to enter into any contract.

Subject to this Act and standing orders made under section 71, a committee may regulate its own procedure.

A council shall cause to be kept a record of the proceeding of all meetings of the council and of the committees thereof, which record shall be in the form of minutes or such other form as may be prescribed by standing orders made under section 71 and such minutes or other record if confirmed shall be signed at the next meeting of the council or of the committee, as the case maybe, by the person presiding thereat, and any minute or any such other record purporting to be so signed shall be received in evidence in legal proceedings without further proof.

65. Until the contrary is proved, a meeting of a council or of a committee thereof in respect of the proceedings of which a minute or other record has been kept and signed in accordance with section 64 shall be deemed to have been duly convened and held, and all members present at the meeting shall be deemed to have been duly qualified; and where the proceedings are proceedings of a committee, the committee shall be deemed to have been duly constituted and to have had power to deal with the matters referred to in the minutes or other record.

66. The confirmed minutes or other record of a meeting of a council or of a committee thereof shall be open at all reasonable hours to the inspection of councillors and member of committee free of charge.

Joint Committees

A council may concur with one or more councils in forming from among their respective councils a joint committee for any purpose in which they are jointly interested and may delegate any of the functions of the council relating to the purpose for which the joint committee is formed, except the power of levying a rate or borrowing money.

The expenses incurred by a joint committee shall be defrayed by the councils by which the committee is appointed in such proportions as may be agreed.

The accounts of a joint committee shall be made up to the end of the financial year and shall be subject to audit in like manner as the accounts of a council.

A joint committee may regulate its own procedure.

(ii) Dates of Committee’s Meetings

  • Finance Committee - Every 1 st Wednesday in the month - 14:00 hrs;
  • Personnel & Training - Every 3 rd Friday in the month - 10:00 hrs;
  • Markets/Public Health - Every 2 nd Wednesday in the month 13:00 hrs;
  • City Works - Every 1 st Tuesday and 3 rd Wednesday in the month- 14:00 hrs;
  • Security/Legal Affairs - Every 2 nd Friday in the month - 14:00 hrs;
  • Social Development - Every 1 st Friday in the month - 10:00 hrs;
  • International Relations - Every Thursday in the month - 10:00 hours.  

Incumbent Council

The incumbent Council was elected in 1994, in accordance with the law governing such matters as election of local democratic organs.

A tripartite arrangement constitutes the Council ¾ The Good Green Guyana, (12 Councillors), the People’s National Congress (10 Councillors), and the People’s Progressive Party (8 Councillors).

In 1994, Mr. Hamilton Green was elected Mayor of Georgetown. He served until 1995 when in 1995, Ranwell Jordan, a PNC Councillor was elected as Mayor. After one year, Mayor Green was returned to the Mayoral Chain where be continue to serve as Mayor of the City of Georgetown.
