Terms of reference
- Reviews reports submitted by the City Police Department and considers recommendations for action as appropriate.
- Reviews manning of City Police Department and Security Guard Service and makes appropriate recommendations.
- Generally conducts inspection of security sites, monitors disposition of staff and allocation of appropriate gear, equipment, accommodation facilities and other office appointments with a view to upgrading the productive capacity of the services, and improving morale.
- Examines, analyses and advises on legal issues and related documentation, as required.
- Reviews all legislations relevant to the governance of the City and makes recommendations for the appropriate amendments.
- To review current policy issues and administrative practices, consider and make recommendations for the appropriate legal amendments to facilitate validation.
- Reviews leases and contracts, where necessary, jointly with the Finance Committee and advise accordingly.
- Reviews the applicability of rules and regulations pertaining to closure of buildings and advise appropriately.
- Examines on request and advises on the legal implication of disciplinary matters submitted for consideration.
- Prepares and circulates general advisories on legal aspects of discipline previously taken for the benefit of all managers.
- Monitors the recovery of “rates” by way of private execution and related procedures and advises accordingly.
- Monitors and evaluates the effectiveness of the enforcement of the City By-Laws as it pertains to other departments of the Mayor and City Council.
